Access Control Case Study by Synel Name of company - SINOPEC

• Type of industry - The core businesses of the Company are petroleum refining, petroleum products storage, transportation and marketing, research and development of petrochemical technologies and catalyst.

• Country - China

• Type of installation - Access Control, Harmony

• Number of employees – 500,000 (currently 100,00 reporting)

• Number of buildings/sites – 13 sites and 40 buildings

• Type of solution given – 150 SY-400/A TCP/IP, 300 PRX-25 readers

• Background and important points for consideration -

The project started as an access control solution for one building, and has been upgraded to Harmony.

The defined zone – which is the size of a small town - includes about 50 factories, all of oil and petroleum production plants. Over 500,000 workers and visitors pass through the ground everyday. Each factory has a system of turnstiles which control employees’ entry and exit. The controller’s system is installed inside the turnstiles, as well as in controlled doors in sensitive zones, such as management area, IT rooms etc.

One of the main problems facing such a large area and number of people, is the need to grant authorization for a number of production plants, where each plant has its own specific authorization definitions.

• Project description -

A proximity reader with a range of about 10 meters, connected to an SY-400 controller is installed at vehicles’ entrance. As the vehicle approaches the barrier and license plate number is read, the Harmony systems send a string with the read number to a display panel, which is installed at the height of 5 meters above guard’s booth. Only after the guard verifies that the number plate on the vehicle corresponds with the one displayed on the panel does he open the barrier. Vehicle’s exit is according to pre-defined authorization.

An interesting feature of the system is that there is an interface between the harmony and a speed checking system which already exists in the plant. If the system receives an input, that the vehicle has exceeded the speed limit or was involved in any other traffic violation – it automatically cancels the exit authorization.

The system is used by both employees and visitors. It supports visitors’ management and their vehicles, and includes control and follow up on various courses such as safety training, drivers’ educational programs etc. An employee or visitor which has not attended a specific designated course, does not receive an entry permit.
